Appropriates $3,891,655 from the Miscellaneous Agencies Fund Account for the Arkansas Commission on Law Enforcement Standards and Training (CLEST) for fiscal year 2019-2020, including $2,267,298 for regular salaries and $795,001 for personal services matching.

Authorizes a maximum of 55 regular employees including 1 director, 4 ALETA training supervisors, 16 senior agents, and various support staff across multiple grade levels (GS01-GS15).

Appropriates $380,000 in cash funds for special training operating expenses ($330,000) and capital outlay ($50,000).

Appropriates $264,779 for 911 Training & Education and $100,000 for Fallen Law Enforcement Officers' beneficiary support ($25,000 from the Fallen Law Enforcement Officers' Beneficiary Fund and $75,000 from the Miscellaneous Agencies Fund Account).

Act becomes effective July 1, 2019 with emergency clause to ensure uninterrupted agency operations, and all disbursements must comply with state procurement, accounting, and budgetary procedures laws.
