Creates a temporary Data-Sharing and Data-Driven Decision-Making Task Force composed of 6 Senate members appointed by the President Pro Tempore and 6 House members appointed by the Speaker of the House

Task force shall study and recommend solutions for implementing a statewide data sharing system to reduce duplication of efforts among state agencies and improve efficiency in delivering services to citizens

Requires the task force to hold monthly meetings in Pulaski County at the State Capitol or via teleconferencing, with the Bureau of Legislative Research providing staff support

Task force must file a final written report with the Governor and legislative leaders by December 31, 2019, including recommendations for proposed legislation and funding mechanisms for statewide data sharing and analytics

Task force expires on January 1, 2020; emergency clause declares the act effective immediately upon gubernatorial approval or expiration of veto period
