Creates a Child Welfare Ombudsman Division within the Arkansas Child Abuse/Rape/Domestic Violence Commission to provide independent oversight of the child welfare system.

Grants the Child Welfare Ombudsman authority to attend closed adoption and juvenile dependency-neglect hearings, subject to court exclusion if it serves the child's best interest or under court rules.

Requires the Executive Director of the commission to hire and supervise the Child Welfare Ombudsman, who must have a master's degree in social work, psychology, or related field (or comparable experience with juvenile programs).

Authorizes the ombudsman to access child maltreatment records, communicate with juveniles and parents (with attorney approval), and review/recommend changes to child welfare procedures and laws.

Mandates the ombudsman to prepare annual reports on child welfare system operations and recommendations, submitted to the Governor, relevant state agencies, and legislative committees; becomes effective July 1, 2019.
