Establishes a new Two-Year Higher Education Coordinating Board consisting of 9 members appointed by the Governor, with 3 from state-supported two-year institution boards and 6 from business, industry, education, and related sectors.

Transfers coordination authority for two-year institutions from the existing Arkansas Higher Education Coordinating Board to the new Two-Year board, while the original board focuses exclusively on state-supported four-year institutions.

Grants the Two-Year board powers including budget review, role and scope designations for institutions, approval of new academic programs, establishment of uniform reporting standards, and review of proposed bond issues.

Creates a Two-Year Presidents Council composed of all presidents and chancellors of state-supported two-year institutions to serve in an advisory capacity and requires all board agenda items to be reviewed by an Executive Council before board consideration.

Requires reporting on student retention, graduation rates, remediation costs, tuition and fees, transfer credits, and academic program productivity for two-year institutions to the Governor, General Assembly, and relevant state committees.
