Amends Arkansas Code § 17-80-402(4) to expand the definition of "professional relationship" for telemedicine purposes in the Telemedicine Act

Allows telemedicine relationships to be established through store-and-forward technology in conjunction with audio interaction and clinical information review, as defined by the Arkansas State Medical Board

Permits other healthcare professional licensing boards to define additional circumstances for establishing professional relationships via telemedicine if their rules are no less restrictive than the Arkansas State Medical Board's rules

Maintains existing relationship requirements including prior in-person examination, ongoing personal or professional relationships, consultation with supervising professionals, and on-call coverage arrangements
