Creates the Arkansas Public Tax Dollar Transparency Act of 2019 by amending Arkansas Code Title 6, Chapter 10

Requires management entities operating open-enrollment public charter schools, open-enrollment public charter schools themselves, and private schools receiving state funds to comply with the Freedom of Information Act of 1967 (§ 25-19-101 et seq.) to the same extent as K-12 public schools

Mandates compliance with specific Freedom of Information Act provisions including examination and copying of public records under § 25-19-105 and open public meetings requirements under § 25-19-106

Exempts management entities from these requirements when engaging in activities unrelated to the operation of an open-enrollment public charter school

Excludes entities that merely contract with charter schools to provide goods or services from the definition of "management entity"
