Repeals Arkansas Code § 14-38-113, which provided procedures for municipalities to reorganize under different forms of government (mayor-council, city manager, or commission).

Eliminates requirements for petition signatures equal to 15% of votes cast in the previous municipal election to trigger a reorganization election.

Removes election procedures, ballot language specifications, and certification requirements for municipal government reorganization votes.

Eliminates waiting periods that prevented municipalities from resubmitting reorganization questions (4 years after adoption, 2 years after rejection).

Nullifies provisions governing petition signature validity periods (180 days) and procedures for establishing execution dates of reorganization petitions.
