Reduces the deadline for employers to certify prior employment periods from one (1) year to ten (10) calendar days after covering employees in the Arkansas Local Police and Fire Retirement System.

Limits members hired on or after July 1, 2019, to coverage by only one employer until accruing ten (10) years of actual service credit, then caps additional service credit at a maximum of five (5) additional years.

Prohibits crediting of additional service credit under Arkansas Code § 24-10-508 on or after April 1, 2019.

Shortens the filing deadline for disability annuity applications from one (1) year to thirty (30) calendar days after termination of active membership and modifies the effective date calculation to include the later of termination date or six months prior to application filing.

Changes annuity computation for effective dates on or after July 1, 2019, to use final average pay at time of termination from paid service employment only and becomes effective March 31, 2019, as an emergency measure.
