Establishes maximum of 130 regular full-time employees for the Bureau of Legislative Research with positions ranging from Director (Grade SE05) to support staff (Grade GS04 and IT01-IT09)

Appropriates $17,299,781 for fiscal year 2019-2020 covering regular salaries ($10,090,629), extra help ($150,000), personal services matching ($2,860,032), operations and maintenance ($2,650,577), construction/capital improvements ($50,000), contingency ($893,480), and committee rooms ($205,063)

Authorizes 31 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act

Appropriates $271,060 for interim committee study expenses and $1,696,396 for per diem, expenses, mileage, and out-of-state travel for General Assembly members and committee staff

Appropriates $65,806 for Energy Council expenses and $2,000,000 from prior year appropriation balance; effective July 1, 2019
