• Replaces Arkansas's two existing statues in the National Statuary Hall Collection (U.M. Rose and James P. Clarke) with statues of Daisy Lee Gatson Bates and John R. "Johnny" Cash

• Designates Daisy Lee Gatson Bates, a civil rights activist, writer, and publisher who worked to end segregation in Arkansas, for commemoration

• Designates John R. "Johnny" Cash, a legendary musician who sold over 90 million records and was inducted into both the Country Music Hall of Fame and Rock and Roll Hall of Fame, for commemoration

• Requires the Secretary of State to submit a written request to the National Statuary Hall Collection authority and comply with all federal law requirements for the statue replacement

• Authorizes the Capitol Arts and Grounds Commission to receive funding (appropriations, private gifts, grants, and donations), select sculptors, contract for completion and maintenance, and organize an unveiling event for the new statues
