Amends Arkansas Code § 14-14-308 to expand the conditions under which governing bodies can relocate meetings to emergency temporary locations beyond just enemy attack scenarios.

Allows alternate meeting sites to be located anywhere in the county, whether within or outside the political subdivision's territorial limits, and potentially outside the state.

Permits governing bodies to establish temporary meeting locations by ordinance, resolution, or other manner when regular facilities are in disrepair or need temporary closure and relocation.

Grants governing bodies full executive, legislative, and judicial powers at temporary locations without compliance with time-consuming procedures, with all acts being valid and binding as if performed within the subdivision's territory.

Declares the act an emergency measure effective upon Governor approval, allowing immediate implementation because current law restricts temporary meeting relocations to enemy attack situations only.
