Expands who may file a petition to reinstate parental rights to include attorneys ad litem and attorneys contracted with the Commission for Parent Counsel, in addition to the Department of Human Services

Maintains three requirements for filing a reinstatement petition: court must have granted a motion to resume services, services must have continued for at least 180 days after the resumption order, and the parent must have substantially complied with court orders and the case plan

Modifies service requirements so that the parent who is the subject of the petition must be served unless the petition is filed by an attorney contracted with the Commission for Parent Counsel
