Amends Arkansas Code § 9-27-315(a)(1)(B) to modify rules for evidence presented at probable cause hearings in juvenile cases following emergency orders.

Allows courts to accept stipulated agreements from parties specifying facts and findings of law supporting the probable cause order.

Limits evidence in stipulated hearings to visitation issues and services delivered to the family, reserving testimony about petition allegations for adjudication.

Prohibits compelling parents to testify under any circumstances during probable cause hearings when a stipulated agreement is accepted.

Authorizes a parent's stipulation that probable cause exists to serve as stipulation for introduction of the plaintiff's affidavit at the probable cause hearing.
