Amends Arkansas Code § 9-27-369(a) to allow the Department of Human Services or an attorney ad litem to file a motion to resume services for a parent whose parental rights were previously terminated if the child is currently in the custody of the department.

Permits motions to resume services when the child is not in an adoptive placement, pre-adoptive placement, or other permanent placement and there is evidence the child is unlikely to achieve permanency within a reasonable period of time from the child's perspective.

Allows motions to resume services if a child was previously adopted, made a ward with a permanent guardian, or placed in permanent custody of another individual and that arrangement was disrupted or dissolved.

Requires the order terminating parental rights to have been entered at least 3 years before the motion to resume services is filed.

Permits the 3-year waiting period to be waived if it is in the best interest of the child.
