Establishes maximum of 12 regular employees for the Arkansas Geographic Information Systems Office for fiscal year 2019-2020, including positions ranging from State Geographic Info Officer (Grade IT10) to Administrative Specialist II (Grade GS03).

Authorizes one part-time or temporary employee ("Extra Help") for the office, payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $1,350,623 from the Miscellaneous Agencies Fund Account for regular salaries ($744,426), extra help ($6,463), personal services matching ($232,642), and maintenance/operations expenses including conference and travel ($14,350) and professional fees ($107,000).

Appropriates $850,000 from the Geographic Information Systems Fund for Geostor and framework spatial data creation, operation, and maintenance as defined by Arkansas Code 15-21-502.

Requires any unexpended balance remaining June 30 of each fiscal year in the Miscellaneous Agencies Fund Account to be transferred to the Geographic Information Systems Fund for operating and maintaining the Arkansas Spatial Data Infrastructure.
