Appropriates $4,387,860 for Department of Higher Education general operations, including $2,305,455 for regular salaries of 45 employees and $295,000 for statewide scholarship promotion.

Appropriates $67,450,000 for student financial aid programs including Arkansas Future Grants ($9,000,000), Arkansas Academic Challenge Scholarships ($25,000,000), and Arkansas Governor's Scholar Program ($22,000,000).

Appropriates $7,117,770 for health education grants and loans in dentistry, optometry, veterinary medicine, chiropractic, and podiatry fields.

Authorizes $8,000,000 for Workforce Initiative Act of 2015 expenses and $1,000,000 for web-based applications and scholarship administration.

Restricts publicly supported higher education institutions from using state appropriations to promote enrollment in Arkansas Health Insurance Marketplace or Arkansas Works Program, effective July 1, 2019 through June 30, 2020.
