Repeals Arkansas Code Title 6, Chapter 51, Subchapter 5, which established a housing construction program allowing state-supported technical institutes to construct and sell single-family dwelling units as part of building trades training.

Eliminates the Building Trades Revolving Fund that was created to receive and manage funds from the sale of dwelling units constructed under the housing construction program.

Repeals Arkansas Code § 19-5-1064, which established the Building Trades Revolving Fund on the books of the State Treasurer, Auditor, and Chief Fiscal Officer.

Removes provisions allowing Riverside Vocational and Technical School to construct non-dwelling building projects for state agencies and private nonprofit organizations, and removes authorization for secondary area technical centers to construct single-family dwelling units.

Effective upon approval, the bill terminates all statutory authority and funding mechanisms associated with the building trades housing construction and revolving fund programs.
