Amends Arkansas Code Title 14, Chapter 59 to add Section 14-59-119 authorizing municipalities to accept debit and credit card payments for legal payments and associated costs in compliance with state and federal law.

Permits municipalities to enter into contracts with credit card and debit card companies and pay fees normally charged by the card companies for processing municipal payments.

Requires municipalities to assess a transaction fee on cardholders equal to the amount charged to the municipality by the credit card or debit card company.
