Changes the General Assembly meeting schedule from annually to every two (2) years, effective January 1, 2021.

Eliminates the fiscal session (previously held in even-numbered years) and establishes a single regular session in odd-numbered years, with the session meeting on the second Monday in January.

Reduces the regular session duration limit from 75 calendar days to 60 calendar days (with extensions possible by two-thirds vote), and eliminates the 30-day fiscal session entirely.

Extends appropriation periods from one (1) fiscal year to two (2) years, allowing single appropriations to cover a biennial period instead of annually.

Updates related constitutional sections to reflect "biennial period" instead of "fiscal year" for budget and appropriation bill procedures; preserves the Governor's authority to call special sessions.
