Changes initiative petition filing deadline from "not less than four months before" to a fixed date of January 15 of the election year for state-wide measures.

Modifies county distribution requirement for initiative and referendum petitions from "at least fifteen" counties to "three-fifths (3/5) of the counties" of the State.

Repeals the "Amendment of Petition" subsection that allowed petition sponsors 30 days to correct insufficient state-wide petitions meeting 75% signature thresholds.

Adds April 15 deadline for filing challenges to state-wide initiative petition sufficiency, with court failure to decide before election not preventing ballot placement or measure validity if approved by voters.

Increases the General Assembly supermajority requirement for proposing constitutional amendments from "a majority" to "three-fifths (3/5)" of all members elected to each house, effective January 1, 2021.
