Proposes amendment to Arkansas Constitution Article 5, § 32 to allow the General Assembly to enact laws limiting punitive damages awards in civil actions for injuries resulting in death or injuries to persons or property, including medical injuries.

Adds new subsection (b) permitting the legislature to limit punitive damages per claimant while retaining existing protections in subsection (c) that prohibit limits on compensatory damages for personal injuries or property damage.

Requires voter approval at the next general election; if a majority of electors voting on the amendment adopt it, the amendment becomes part of the Arkansas Constitution.

Establishes the ballot popular name as "An Amendment to the Arkansas Constitution Concerning Limits on Awards of Punitive Damages in Civil Actions."

Sets the ballot title as "An Amendment to the Arkansas Constitution Providing that the General Assembly May Enact Laws Limiting the Amount of Punitive Damages that May Be Awarded in Actions for Injuries Resulting in Death or for Injuries to Persons or Property."
