SJR 3 Summary

• Arkansas applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing amendments on fiscal restraints, federal government power and jurisdiction, and term limits for federal officials and Congress members.

• The Secretary of the Senate must transmit copies of this application to the President and Secretary of the U.S. Senate, Speaker and Clerk of the House, Arkansas congressional delegation, and presiding officers of all state legislatures.

• This application remains in effect until legislatures from at least two-thirds of all states submit applications for the same purpose.

• Congress has only ministerial authority to set a reasonable time and place for the convention; states retain exclusive power to name delegates, set voting rules at one state per vote, and determine convention procedures.

• The convention is strictly limited to the three specified topics and explicitly prohibited from considering any amendments to the Bill of Rights, with the entire application void if ever used to alter Bill of Rights protections.
