Changes regular sessions from biennial (odd-numbered years) to annual meetings, with regular sessions not to exceed 30 calendar days unless extended to 60 days by a two-thirds vote of each house, with an absolute maximum of 60 days.

Eliminates fiscal sessions held in even-numbered years and removes the distinction between regular and fiscal session types.

Authorizes the General Assembly to convene itself in special session upon submission of petitions signed by a majority of members in each house, with the Speaker and President Pro Tempore required to convene within 30 days.

Limits special session business to specific issues stated in the petition, though the General Assembly may add additional issues by a three-fourths vote of each house, with no limit on special session duration.

Preserves the Governor's authority to call special sessions and becomes effective January 1, 2021.
