Proposes an amendment to Arkansas Constitution Article 5, § 32 to permit the General Assembly to enact laws limiting punitive damages and noneconomic damages awards in civil actions for injuries or death.

Defines "noneconomic damages" as damages unmeasurable in money, including pain and suffering, mental anguish, scars, disfigurement, loss of consortium, and loss of life.

Preserves existing constitutional protections by maintaining that no law shall limit recovery for actual injuries to persons or property, and that the right of action survives in cases of death.

Requires the amendment to be submitted to Arkansas voters at the next general election, with approval by a majority of voters needed for passage.

Establishes the ballot title as "An Amendment to the Arkansas Constitution Providing that the General Assembly May Enact Laws Limiting the Amount of Punitive Damages and Noneconomic Damages that May Be Awarded in Actions for Injuries Resulting in Death or for Injuries to Persons or Property."
