Requires General Assembly to enact laws establishing a process for approving titles of proposed statewide initiated measures before petition circulation, with title approval occurring between 1 and 2.5 years before the election.

Establishes that signatures gathered before title approval are invalid, and changes the filing deadline for initiative petitions to no later than March 1 of the election year.

Increases the approval threshold for constitutional amendments proposed by initiative or referendum from a simple majority to 60% of votes cast statewide.

For constitutional amendments, requires signatures from at least one-fourth of counties in each congressional district rather than just 15 counties statewide.

Prohibits constitutional amendments from being proposed that restrict enforcement to specific counties/municipalities or that bestow special power on individuals, private businesses, or create monopolies, with the restriction superseding any conflicting subsequent amendments.
