Suspends Senate rules 14.(B)(2) and 14.(B)(3) of the 92nd General Assembly to allow late introduction of legislation affecting retirement systems or pension plans.

Rule 14.(B)(2) normally requires any proposed legislation affecting publicly supported retirement systems or pension plans to be introduced during the first 15 calendar days of a regular session.

Rule 14.(B)(3) normally prohibits such bills from being introduced after the 15th day unless approved by a three-fourths vote of both houses.

Allows Senator Bart Hester and Representative Andy Davis to introduce a bill creating the Transformation and Efficiencies Act of 2019 after the fifteenth calendar day of the 2019 Regular Session.
