Appropriates $931,830 from the Constitutional Officers Fund to the Arkansas House of Representatives for fiscal year ending June 30, 2021, consisting of $100,000 for employee salaries, $28,500 for personal services matching, and $803,330 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriated items if determined unnecessary for their original purposes, with certification to the State Auditor.

Permits unexpended funds to be used for interim expenses of House offices and operations between legislative sessions, and allows the Speaker to authorize member expenses and per diem during the interim if their presence and expertise are needed.

Requires the Speaker of the House and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations, effective July 1.

Declares an emergency clause as the House Fiscal Session convenes April 8, 2020, making the appropriation effective immediately upon passage and approval.
