Establishes 18 regular House staff positions for fiscal year 2020-2021, including Chief of Staff (Grade SE03), Parliamentarian (Grade SE02), Chief Counsel (Grade SE02), and administrative support roles, with 7 additional temporary/part-time "Extra Help" positions authorized.

Appropriates $2,366,810 from the State Central Services Fund for House staff operations, including $1,437,711 for regular salaries, $100,000 for extra help, $404,099 for personal service matching, $350,000 for maintenance and operations, and $75,000 for professional fees.

Appropriates $100,000 from the Constitutional Officers Fund for per diem and mileage of members attending the Institute of Legislative Procedure and House Legislative Orientation.

Appropriates $150,000 from the State Central Services Fund for information technology operating expenses ($25,000) and capital outlay ($125,000) for legislative automation.

Establishes 12 Member Services positions and 15 Supplemental Staffing positions, with separate appropriations of $1,561,685 and $1,170,000 respectively from the State Central Services Fund, plus $100,000 for House Select Committee expenses.
