Appropriates $795,000 to the Auditor of State from the Constitutional Officers Fund for fiscal year 2020-2021, including $350,000 for special/recalled judges for circuit courts, $400,000 for trial judges expenses, and $45,000 for district judges travel expense reimbursement.

Appropriates $368,000 to the Arkansas House of Representatives from the Constitutional Officers Fund for interim expense reimbursements to Representatives for fiscal year 2020-2021.

Appropriates $200,000 to the Arkansas Senate from the Constitutional Officers Fund for interim expense reimbursements to Senators for fiscal year 2020-2021.

Designates the Auditor of State as disbursing officer for Auditor of State funds, the Secretary of the Senate for Senate funds, and the Chief of Staff of the House or designee for House funds.

Declares an emergency effective July 1, 2020, to ensure these appropriations are necessary for immediate agency operation and proper administration of essential governmental programs.
