Reappropriates $932,167 from the Arkansas Natural and Cultural Resources Grant and Trust Fund to the Office of the Treasurer of State for acquisition, management, stewardship or preservation of state owned lands, historic sites, buildings, structures or objects, effective July 1, 2020.

Reappropriates $996,770 from the Development and Enhancement Fund to the Office of the Treasurer of State for restoration and rehabilitation of public spaces in the Treasurer's Suite in the State Capitol building, effective July 1, 2020.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency, making the Act effective July 1, 2020, stating the State Constitution prohibits appropriations for more than one year and the delay could harm essential government programs.
