Reappropriates $450,250 from the Development and Enhancement Fund for construction of a maintenance/storage facility and parking lot at the North Little Rock State Veterans' Home, effective July 1, 2020.

Reappropriates $5,000,000 from the Development and Enhancement Fund for various maintenance, personal services, operating expenses, renovation, equipping, construction, acquisition, improvement, upgrade and repair of real property and facilities at Veterans' Affairs facilities, effective July 1, 2020.

Reappropriates $14,719 from the Development and Enhancement Fund for replacement of equipment at the Arkansas State Veterans' Cemetery in Birdeye, Arkansas, effective July 1, 2020.

Reappropriates $14,719 from cash funds in the State Treasury for replacement of equipment at the Arkansas State Veterans' Cemetery in Birdeye, Arkansas, effective July 1, 2020.

Declares an emergency effective July 1, 2020 to ensure continuity of operations for the Department of Veterans' Affairs, as required by Arkansas Constitution which prohibits appropriations for more than one year.
