Reappropriates capital improvement balances from Act 409 of 2019 to the Department of Corrections - Division of Community Correction, totaling $10,072,268 from the Development and Enhancement Fund, effective July 1, 2020.

Allocates funds for eleven specific projects including HVAC replacements at multiple facilities (CAC Little Rock, ECCCC West Memphis, NWCCC Fayetteville), roof replacement, parking lot resurfacing, and capacity expansions of 135 beds at Texarkana and 100 beds at West Memphis.

Reappropriates an additional $10,000,000 from the Community Correction Revolving Fund under Section 2 for maintenance, acquisition, replacement, repair, construction, and improvement of Division facilities.

Prohibits contracts or obligations exceeding available State Treasury funds, but permits use of grants, donations, Federal funds, and unobligated cash income to supplement appropriations for project financing.

Declares an emergency effective July 1, 2020, to ensure agency operations continuity, with bill approved April 17, 2020.
