Reappropriates $1,893,820 in federal funds for the Booneville Human Development Center master plan implementation, effective July 1, 2020, covering demolition, construction, renovation, and facility upgrades.

Reappropriates $1,893,820 in federal funds for the initial phase of the Booneville Human Development Center master plan and $8,482,600 for the residential housing plan phase.

Reappropriates $1,712,800 from the Development and Enhancement Fund for construction and renovation of the infirmary at Conway Human Development Center.

Reappropriates $1,010,000 from the Development and Enhancement Fund for construction and renovation of an eight-bed crisis residence at Jonesboro Human Development Center.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in fund disbursement and prohibits use of maintenance and operations funds for these capital projects.
