Reappropriates the balance of capital improvement appropriations from Act 414 of 2019 to the Department of Human Services - Secretary's Office, effective July 1, 2020, in an amount not to exceed $10,000,000.

Funds are to be paid from the Development and Enhancement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities department-wide.

Permits the agency to accept and use grants, donations, and Federal funds, as well as unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2020, citing the Arkansas Constitution's prohibition on appropriations exceeding one year and the need for immediate agency operations.
