Establishes maximum of 4,712 regular employees for the Arkansas Department of Transportation with salary ranges from $32,834 to $241,462 depending on position level for fiscal year 2020-2021.

Appropriates $1,820,300,000 from the State Highway and Transportation Department Fund for regular salaries ($200,000,000), personal services matching ($70,000,000), overtime ($10,000,000), maintenance and general operations ($1,425,300,000), transportation assistance grants ($40,000,000), and debt service ($75,000,000).

Appropriates $34,000,000 from the State Aid Road Fund and $34,000,000 from the State Aid Street Fund for construction, reconstruction, and improvement of roads on state and municipal systems.

Provides additional appropriations from various specialized funds: $5,000,000 for public transit programs, $1,000,000,000 for four-lane highway construction bonds, $5,000,000 for road and bridge repair from natural gas extraction damages, $5,000,000 for commercial truck safety education, and $2,000,000 for transportation research grants.

Effective July 1, 2020, with emergency declaration allowing immediate implementation necessary for department operations.
