Establishes maximum of 10 regular employees for the Arkansas State Claims Commission for fiscal year 2020-2021, including 1 director, 1 administrative analyst, 3 administrative specialists, and 5 claims commissioners.

Appropriates $583,867 from the State Central Services Fund for personal services and operating expenses, including $355,986 in regular salaries and $132,491 in matching contributions.

Appropriates $2,250,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of deceased police officers, firefighters, and correctional officers killed in the line of duty, as well as small controversial and non-controversial claims approved by the commission.

Appropriates $8,000 from the State Central Services Fund for expense reimbursements for the Firefighter Benefit Review Panel.

Declares an emergency effective July 1, 2020, due to constitutional limits on appropriations and the essential nature of the agency's operations.
