Establishes maximum of 7 regular employees for the State Board of Election Commissioners for fiscal year 2020-2021, including a Director (GS12), Attorney Specialist (GS11), Deputy Director (GS10), Educational Services Manager (GS08), Administrative Analyst (GS06), and 2 Election Coordinators (GS06)

Appropriates $621,127 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $380,694 for regular salaries, $122,623 for personal services matching, and $109,810 for general operations

Appropriates $6,340,000 from the Miscellaneous Agencies Fund Account for election expenses to cover costs of preferential primary elections, general primary elections, special primary elections, nonpartisan general elections, and statewide special elections

Appropriates $1,600,000 from the Nonpartisan Filing Fee Fund for election expenses

Allows unexpended election expense balances to carry forward to the next fiscal year with written justification and reporting requirements to the Department of Finance and Administration and Legislative Council
