Establishes maximum of 299 regular employees for Arkansas Northeastern College for fiscal year 2020-2021, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 521 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,470,515 from state operations funds for regular salaries ($7,800,000), personal services matching ($1,800,000), and maintenance/general operations ($870,515).

Appropriates $26,428,000 from cash funds for regular salaries, extra help, overtime, personal services matching, maintenance/operations, capital improvements, debt service, and other expenses.

Effective July 1, 2020, with all disbursements subject to state procurement, accounting, budgetary, and fiscal control laws.
