Establishes maximum of 198 regular employees for Arkansas State University - Mountain Home for fiscal year 2020-2021, including administrative, classified, and academic positions with specified salary ranges and grade levels.

Authorizes up to 70 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,597,845 from state operations fund for regular salaries ($4,447,845), extra help ($25,000), personal services matching ($100,000), and maintenance/general operations ($25,000).

Appropriates $12,891,954 from cash funds for regular salaries ($2,656,500), extra help ($715,000), personal services matching ($1,108,800), maintenance and operations ($4,565,000), capital improvements ($1,782,000), debt service ($1,269,654), and promotional items ($25,000).

Declares an emergency effective July 1, 2020, and requires compliance with state procurement, accounting, budgetary, and fiscal control laws in disbursement of funds.
