Appropriates $5,643,838 to Arkansas State University's Arkansas Biosciences Institute for fiscal year 2020-2021, funded from the Tobacco Settlement Program Fund.

Authorizes a maximum of 38 regular employees across administrative, classified, and academic positions, including an Executive Director ($211,094), Director of Research & Tech Transfer ($197,898), and 7 faculty positions ranging from $118,994 to $193,851.

Authorizes up to 50 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Restricts transfers of appropriations between line items to those approved by the Department of Higher Education, Chief Fiscal Officer, and the Legislative Council or Joint Budget Committee.

Specifies that positions funded by Tobacco Settlement proceeds are not a commitment of state funds if Tobacco Settlement funding expires, unless separately appropriated and authorized by the Governor.
