Establishes maximum of 200 regular employees for Cossatot Community College for fiscal year 2020-2021, including 23 twelve-month administrative positions, 40 classified positions, 15 academic positions, and 60 part-time faculty.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,922,904 from state operations funds, including $3,102,000 for regular salaries, $35,000 for extra help, $970,904 for personal services matching, and $800,000 for operating expenses.

Appropriates $13,500,000 from cash funds for regular salaries ($4,550,000), extra help ($250,000), operating expenses ($4,500,000), capital outlay ($1,000,000), capital improvements ($500,000), debt service ($750,000), and promotional items ($50,000).

Declares emergency clause making the act effective July 1, 2020, and requires all disbursements to comply with state procurement law, accounting procedures, and fiscal control laws.
