Establishes a maximum of 346 regular employees for East Arkansas Community College for fiscal year 2020-2021, including 30 administrative positions, 17 classified support positions, 4 academic positions, and 1 auxiliary position.

Authorizes up to 325 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $10,098,081 from state operations funds for personal services and operating expenses, including $6,571,789 for regular salaries, $71,534 for extra help, and $1,900,101 for personal services matching.

Appropriates $28,176,692 from cash funds for personal services and operating expenses, including $2,589,098 for regular salaries, $15,593,266 for capital improvements, and $2,500,000 for fund transfers and investments.

Establishes an emergency effective date of July 1, 2020, to ensure continuous operation of the college and compliance with constitutional requirements for one-year appropriations.
