AR HB1031

Establishes maximum of 630 regular employees for Henderson State University for fiscal year 2020-2021, including 178 faculty members, 8 department chairpersons, and various administrative and support staff positions with specified salary rates.

Authorizes up to 950 temporary or part-time "Extra Help" employees, paid at rates not exceeding those in the Uniform Classification and Compensation Act or this act.

Appropriates $21,883,184 from state operations funds for personal services, operating expenses, capital outlay, and depreciation funding.

Appropriates $95,350,000 from cash funds for salaries, operating expenses, capital improvements, debt service, and fund transfers.

Authorizes President of Henderson State University to request a loan of up to $6,000,000 from the Budget Stabilization Trust Fund, repayable by June 30, 2028, and requires annual loan status reports to the Legislative Council or Joint Budget Committee.
