Establishes a maximum of 380 regular employees for National Park College for fiscal year 2020-2021, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 402 additional part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $11,010,623 from the National Park College Fund for state operations, including $8,825,000 for regular salaries, $1,234,448 for personal services matching, and $925,000 for operating expenses.

Appropriates $16,615,000 from cash funds for operations, including $3,100,000 for regular salaries, $1,300,000 for extra help, $3,000,000 for operating expenses, $6,000,000 for capital improvements, and $1,200,000 for debt service.

Declares an emergency effective July 1, 2020, to ensure the college's continuous operation and compliance with Arkansas constitutional restrictions on multi-year appropriations.
