Establishes a maximum of 1,119 regular employees for the University of Arkansas - Fort Smith for fiscal year 2020-2021, with position-specific salary ranges from $40,387 to $236,437 annually.

Authorizes up to 910 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $24,375,974 in state operations funds, including $18,055,974 for regular salaries, $500,000 for extra help, $3,400,000 for personal services matching, and $2,400,000 for maintenance and general operations.

Appropriates $119,955,000 in cash funds for personal services, operating expenses, capital improvements, debt service, and fund transfers for the fiscal year ending June 30, 2021.

Effective July 1, 2020, with funds subject to compliance with state procurement laws, budgetary procedures, and regulations promulgated by the Department of Finance and Administration.
