Establishes maximum of 898 regular employees for University of Arkansas - Pulaski Technical College for fiscal year 2020-2021, including administrative, classified, and academic positions with specified salary rates.

Authorizes 400 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $17,375,745 from state operations fund for regular salaries for the fiscal year ending June 30, 2021.

Appropriates $56,135,000 from cash funds for personal services and operating expenses, including $4,000,000 for regular salaries, $2,000,000 for extra help, $10,000,000 for personal services matching, $15,000,000 for operating expenses, $10,000,000 for capital improvements, and $7,500,000 for debt service.

Effective July 1, 2020, with funds to be disbursed in compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.
