Establishes maximum of 208 regular employees for University of Arkansas Community College at Hope-Texarkana for fiscal year 2020-2021, with specific salary rates for 48 position classifications ranging from $45,683 (part-time faculty) to $169,651 (Chancellor).

Authorizes up to 200 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act for the 2020-2021 fiscal year.

Appropriates $7,089,542 from state operations funds for regular salaries ($5,489,542) and personal services matching ($1,600,000).
