Appropriates $3,863,206 from state operations funds for personal services and operating expenses, including $2,450,000 for regular salaries and $530,000 for personal services matching.

Appropriates $18,060,000 from cash funds for the fiscal year ending June 30, 2021, including $1,250,000 for regular salaries, $375,000 for extra help, $9,000,000 for capital improvements, and $480,000 for debt service.

Establishes maximum of 144 regular employees across administrative, classified, and academic positions, including Chancellor ($169,651), Provost ($136,166), and 23 full-time faculty members ($90,770 each).

Authorizes up to 80 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Effective July 1, 2020, with emergency clause declaring the appropriation essential to agency operations and approved April 17, 2020.
