Establishes a maximum of 808 regular employees for the Department of Finance and Administration - Office of Child Support Enforcement for fiscal year 2020-2021, including 1 administrator, 46 attorney specialists, 256 child support specialists, and 276 service representatives.

Authorizes up to 15 part-time or temporary "Extra Help" employees at pay rates not exceeding those specified in the Uniform Classification and Compensation Act.

Appropriates $66,576,730 from the Child Support Enforcement Fund for the fiscal year ending June 30, 2021, including $28,959,500 for regular salaries, $10,758,093 for personal services matching, $14,535,654 for operating expenses, and $11,848,483 for data processing and equipment.

Requires reporting to the Legislative Council or Joint Budget Committee if any temporary or part-time employee is employed for more than seven months.

Declares an emergency clause effective July 1, 2020, stating the appropriations are essential to the agency's operation and approved April 17, 2020.
