Establishes a maximum of 49 regular employees for the Arkansas Court of Appeals for fiscal year 2020-2021, including positions such as Chief Staff Attorney (Grade GS13), 24 Law Clerks (Grade GS12), and supporting administrative staff.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $4,805,758 from the State Central Services Fund for the Court of Appeals, including $3,107,906 for regular salaries, $965,779 for personal services matching, $251,129 for operating expenses, $260,000 for legal counsel, and $60,000 for mileage reimbursement.

Limits mileage reimbursement to judges whose official residence is located outside of Pulaski County, at state travel regulation rates, for no more than three round trips per week between their residence and the court.

Declares an emergency clause effective July 1, 2020, stating the appropriation is essential to the operation of the Arkansas Court of Appeals; bill approved April 17, 2020.
